The standard has become a basic document necessary for both the supplier and the demander to sign contracts in international trade, so that the standard has a more important attribute - trade attribute. Developed countries have taken technical standards, especially those related to national, personal, property and environmental safety, as the basis to strengthen the competitive position of their economy and technology in the world, weaken the cost advantage of developing countries, and make us face serious challenges

The role of industry standards should be, first, no one will know the final answer, ensure the safety of products and users, and regulate products to meet relevant environmental protection requirements. Second, guiding the development of products, including encouraging the development of high-tech products, should become the basis for eliminating backward products. Third, it should become the basis of scientific industry management. Fourth, adapt to the trend of industry globalization and the requirements of product export, and promote product export. Fifth, it should be the basis for establishing technical barriers to imported products
at present, the management of China's construction machinery industry standards, "international" is under the centralized management of the National Standards Management Committee; "Industrial standards" are under the centralized management of the national development and Reform Commission. There are various professional standards committees and sub standards committees, which correspond to the professional committees of the international organization for standardization, mainly TC127 (earth moving machinery), tc195 (construction machinery and equipment), TC110 (industrial vehicles), TC96 (cranes), TC118 (pneumatic tools), etc. According to statistics, there are 155 national standards and 446 industrial standards in use in the whole construction machinery industry, a total of 601. There are more than 230 international standards (ISO) involved
over the years, the vast number of standard workers in China's construction machinery industry have worked hard and made remarkable achievements. Especially since the reform and opening up, they have introduced and digested a large number of international standards and foreign advanced standards, which has played an important role in promoting the technological progress of the construction machinery industry and improving the competitiveness of industries and products. However, with the development of the situation, the situation that the standards of the construction machinery industry lag behind the industrial development is becoming increasingly prominent, which should attract the attention and concern of the whole industry
at present, there are three main problems in China's construction machinery standards: first, the whole standard system is not scientific and complete, and the color of planned economy is still relatively strong, which is far from the internationally accepted standard system. For example, the standards related to safety and environmental protection are seriously insufficient, and there are few key technical standards urgently needed for high-tech and high value-added products. The content is too complicated and detailed, and there is a lack of technical inclusiveness. Some standards actually tie the hands and feet of enterprise technology development, and compete with the principles of market economy. Second, the standard age is too long, the aging phenomenon is serious, and the update and revision are not timely. Many standards are old. About 75% of the standards in use are old standards formulated before 2000. The standard lags behind the development of products seriously. Third, the effectiveness, market adaptability and service ability of the standard need to be improved. The standard serves products and industries. The role of the standard depends on how much it is used in the final analysis, How effective. If our standards are unable to be found, unnecessary and difficult to use to a certain extent, no matter how high the level is, it is useless. In addition, the degree of networking in standard work is low, there are few electronic versions of standards, and there is a lack of accurate and effective standard information services
the main reasons for the above problems are: first, the whole industry has insufficient understanding of the role of standards and the major differences between the standard work in the planned economy period and the standard work in the market economy environment
second, the inadaptability of laws and regulations. China's standardization law was issued in 1988, when China had not put forward the concept of socialist market economy. Third, the management system and operation mechanism are backward. Fourth, insufficient investment in standardization. China has formulated a national standard, and the average state subsidy is less than 8000 yuan; At the same time, the European Committee for standardization is interested in its potential market scope. The average cost of formulating a European standard is 100000 euros. There is also little investment in standardization work in Chinese enterprises
this year is the "Eleventh Five Year Plan" period for China's national economic development, an important strategic opportunity period for China's reform and development, and a key period for the great leap forward development of standardization. To this end, the National Standardization Administration Committee has formulated the "Eleventh Five Year Plan for standardization" and comprehensively planned the development of China's standardization work in the next five years
the development guiding ideology proposed in the "plan" is: "adhere to independent innovation, fully implement the strategy of technical standards", "give play to the role of the government, enhance the standardization awareness of the whole society, and mobilize the enthusiasm of all parties to jointly participate in standardization activities", "Constantly improve the overall level of China's standardization work and the market adaptability of standards, strive to improve China's position and role in international standardization activities, and improve China's industrial level and comprehensive competitiveness"
"planning" puts forward that the main objectives of standard work during the "Eleventh Five Year Plan" period are generally called high-strength bolt standards:
1. Speed up the preparation and revision of standards. Strive to formulate and revise 6000 standards every year; The standard formulation cycle shall be controlled within 2 years; The standard age shall be controlled within 5 years; Gradually solve the problems of slow standard formulation and lagging high-tech standards. By 2008, 9540 items have been revised, and nearly 5000 national standards have been formulated every year. By 2010, 6000 national standards will be prepared and revised every year, including 2000 standards based on independent innovation technology
2. Actively promote the adoption of international standards and foreign advanced standards. By 2008, the rate of relevant international standards will reach 60%; By 2010, it will reach 85%
